Marsha Kirk is a fourth-generation Washington County resident. Her family roots reach back to 1865 near Verboort, in the area once known as Centerville. She grew up in the Cedar Mill–Beaverton area and spent many weekends in Cornelius helping her grandmother.
After Marsha’s husband died suddenly in 2002, she continued working while raising their two children. In spring 2005, the family moved to a farm on NW Sell Road, and her children began attending Banks schools.
Like many families, they were hit hard by the 2008 economic downturn and eventually lost the farm. But Banks had become home. In 2013, Marsha and her family moved into the City of Banks, where she has continued raising her family, serving the community, and working to help shape its future.

Marsha’s public service began long before she was elected.
Public Safety and Government: Marsha began with the Washington County Sheriff’s Office as an Explorer at 16 and later served as a Reserve Deputy. She worked for the Portland Police Bureau from 1987–1999 and in City of Portland residential inspections and code compliance from 1999–2004, including approximately two years as an inspector.
Small-Business Ownership: From 2004–2008, Marsha owned and operated Kirk’s Valley Distributing, a wholesale food-distribution business. That experience gave her firsthand knowledge of the challenges involved in running a business, managing costs, serving customers, and adapting when the economy changes.
School Transportation: Since 2010, Marsha has worked in school transportation as a driver and administrator. Her responsibilities have included routing, trip coordination, inventory, fleet support, paperwork, and school emergency preparedness.
This varied background taught Marsha how government operates, how public-safety agencies respond, how businesses survive, and how plans and policies affect people in everyday life.
Community & Volunteer Service
Banks Chamber of Commerce: Member and volunteer supporting meetings, recycling events, the Jim Ward Memorial Golf Tournament, and other community activities.
Banks Farmers Market and Holiday Bazaar: Organizer and coordinator through the Chamber, including fundraising for scholarships for Banks students.
Banks School District: Involved with school-facility planning and committees since approximately 2007, including the 2008 school bond campaign and the facilities committee that concluded in 2023.
Banks Historical Society: Board member, former President, and current Historian, working with preservation, collections, archives, and local history.
Friends of Stub Stewart State Park and Banks–Vernonia Rails-to-Trails: Longtime volunteer and board member who served as President, Secretary, and Treasurer and managed the Discovery Depot store. Served as a liaison between OPRD and Salmonberry Trail partners
Scouting: Five years as a Cub Scout leader, three years as committee chair, two years as a district trainer, and approximately four years as a Girl Scout assistant leader.
Sunset Park: Member and community volunteer.
Washington County CPOs: Participated in CPO 1 with her father and later as a homeowner. In 2024, Marsha helped restart CPO 14 after approximately 20 years of inactivity and served on its board.
Every chapter of Marsha’s life—public safety, government service, business ownership, transportation, raising a family, and decades of volunteering—has helped prepare her to serve Banks as Mayor.
